A number of agencies assist employees who feel their rights have been violated. In turn, the County expects certain behavior and performance by its employees. Fraud Hotline Report Issued
The Auditor-Controller has issued the fraud hotline status report for Jan. 1, 2011 – June 30, 2011. During the six-month period, 565 new cases were opened and 590 closed.

Appealing Job Decisions
Employees who wish to appeal a discharge, suspension in excess of five days, permanent reduction, or examination rating may ask for a hearing before the Civil Service Commission. Time limits apply.

Civil Service Commission
The Civil Service Commission hears appeals of major disciplinary actions, discharges, reductions, suspensions in excess of five days, discrimination complaints, and scored portions of examinations filed by County employees.

Civil Service Rules
Civil Service rules, part of the Personnel Code, are intended to assure employees are treated fairly and impartially, and cover such items as work assignment, transfer and reassignment, hiring, classification, and promotions.

The Personnel Code, part of the County Code, establishes rules and regulations that employees and departments are expected to follow.

Employee Relations Commission
The Employee Relations Commission deals with matters between employee unions and the County, including approving representation units, and hearing contested matters relating to certification or decertification.

Employee Relations Office
The Employee Relations Office conducts negotiations with bargaining units, administers the memoranda of understanding, provides advice to County management on contract interpretation, and consults with union representation.

Fraud Hotline
The Los Angeles County Fraud Hotline is for reporting suspected fraud incidents or other misconduct by County employees, contractors and vendors. Persons making the reports may do so anonymously.

Human Resources
The Human Resources Department manages the County's policy development and implementation in the areas of recruitment and selection, promotion, discipline, salary and benefits administration, employee/ applicant appeals, classification and training.

Internet Usage Policy
Employees are not allowed to use their Internet account for other than County business, and shall not allow others to use their account. Disciplinary action may be taken against those violating the policy.
